    • Observation One Inherency
The Syrian government is committing mass violence against their citizens. A UN fact-finding mission equates this type of violence to crimes against humanity.

      http://www.voanews.com/english/news/middle-east/UN-Investigators-Accuse-Syria-of-Possible-Crimes-Against-Humanity-128022188.html

A U.N. fact-finding mission on Syria says ... and were investigating alleged abuses.

Current democracy promotion throughout Syria fails to address the mass instances of torture and is ignoring the mass torture and killings due to a prioritization of Syria’s strategic and economic resources in the region which has facilitated global injustice.
Haugbolle, Professor of Arabic an`d Middle Eastern Studies at the University of Copenhagen, 08
(Sune, “Imprisonment, Truth Telling, and Cultural Memory in Syria,” Mediterranean Politics, 13.2, July 2008, BH)

At the height of political oppression in Syria ...extrajudicial imprisonment and torture.

These mass killings and torture that are some of the worst human rights violations ever documented by the Human Rights Watch.
Human Rights Watch 11 (Syria: Crimes Against Humanity. Killings, Torture in a Locked-Down City Under Siege, HRW report, June 1, 2011http:www.hrw.org/en/news/2011/06/01/syria-crimes-against-humanity-daraa)

(New York) - Systematic killings and torture by Syrian security ... of people seeking medical care.

Thus we my partner and I propose the following plan:

The USFG bear witness to the Syrian acts of oppression through a formal statement presented by President Obama

Observation Two is the Impact- Crimes Against Humanity

Syria is an instance of the global injustice gap where the government prevents advancements in human rights, shields itself from criticism, and only makes progress when its politically convenient
Amnesty International, 2010 (“Global justice gap condemns millions to abuse”, May 27, http://blog.amnestyusa.org/women/global-justice-gap-condemns-millions-to-abuse/)

A global justice gap is being made worse by power politics ... hardship in North Korea and Myanmar

And, affirming the narrative of bearing witness, in Syria, is key to combat the current global injustice - it increases participation and spurs institutions to action

Kurasawa, Associate Professor of Sociology at York University, 07
(Fuyuki, The Work of Global Justice: Human Rights as Practices, p. 54-55, OG)

Nevertheless, I want to insist that ... limit to the work of bearing witness.

Finally, spreading Global justice is key to universal moral equality and challenging state and solves the root causes of humanitarian crises and crimes against humanity.
Kurasawa, Associate Professor of Sociology at York University, 07
(Fuyuki, The Work of Global Justice: Human Rights as Practices, p. 3-4, OG)

If this is the case, then why bother with ...  model of the work of global justice.

Crimes against humanity is a form of dehumanization which is the largest impact in this round, we must value each and every  human life, ignoring acts of violence will lead to the zero-point of the Holocaust. This means you must vote Affirmative in order to end the dehumanization of life.

DILLON 99 (MICHAEL DILLON, UNIVERSITY OF LANCASTER, “ANOTHER JUSTICE” POLITICAL THEORY VOL. 27, NO. 2, APRILL 1999, JSTOR)

Otherness is born(e) within the self ... constitutive of the human way of being.

      Observation Three is Solvency

Bearing witness is the most fundamental process to democracy
Birmingham,  DePaul University professor and chair of the philosophy department, 08
(Peg, “ Elated Citizenry: Deception and the Democratic task of Bearing Witness”, Research in phenomenology, Volume: 38, p.214) NM

Finally, and all too briefly ...  and appears to them because it is.

Assistance is moral support to political actors
Carothers, vice-president for studies at the Carnegie Endowment for International Peace, 2009 (Thomas, Journal of Democracy, " Democracy Assistance: Political vs. Developmental?", Volume 20, Number 1, January, database: muse)

In this conception of democratization, ...  power of the nondemocratic actors.

Rhetorical assistance alone solves President’s statements are key to changing the global mindset.

(Lawrence J., Senior Fellow for U.S. Foreign Policy at the American Foreign Policy Council, “After the Arab Spring: The Future of U.S. Human Rights Promotion”, http://www.henryjacksonsociety.org/stories.asp?pageid=49&id=2322

Totalitarianism and democracy are contagious ... was a difference between East and West.

Obama’s demand solves human rights abuses in Syria
