TEXT (vs Kansas HM): The United States Federal Government should repeal Internal Revenue Code restrictions, and the Department of Treasury should repeal ATF guidelines, on charities and foundations that offer grants, services, and/or other forms of assistance to foreign non-governmental organizations to
increase civil society democracy assistance for Egypt through incorporation of participatory gender dialogues. The President of the United States should issue a statement of support for the efforts of the aforementioned charities and foundations, stating that linkages between non-governmental actors are vital to effective democratic transitions in the Middle East and North Africa.
