    • Text: The United States Federal Executive branch should communicate to the Egyptian Supreme Council of the Armed Forces that it will not invoke the “national security” waiver for conditions placed on fiscal year 2012 military aid to Egypt, and that the Secretary of State will only certify compliance with such conditions if, at a minimum, the Supreme Council of the Armed Forces ceases efforts to preserve a political role for the military in a new Egyptian constitution, implements its promise to hold Presidential elections by June 2012, allows parliamentary elections to conclude without substantial interference, ends the use of military trials for civilian defendants, ends the application of Egypt’s emergency law, and permanently ceases intimidation of nongovernmental organizations.
