  • Bahrain - Pressure CP

    • Tournament: GSU | Round: 2 | Opponent: Emory CM | Judge: Ron Stevenson

    • The United States federal government should publicly criticize the government of Bahrain for its participation in arbitrary arrests, incommunicado detention, torture, and excessive use of force and suppression of free expression and peaceful assembly

The United States federal government should terminate Bahrain’s status as a “major non-NATO ally” and condition its resumption on explicit human rights benchmarks including:
-release of prisoners detained in connection with pro-democracy and anti-government protests unless there is evidence they are responsible for a criminal offense
-initiation of a genuine political dialogue

The United States federal government should withdraw the fifth fleet from Bahrain.

Counterplan solves: government of Bahrain will agree because of the need for US security assistance and it is key to moderating opposition demands.
International Crisis Group, independent, non-profit, non-governmental organisation “popular protest in north africa and the middle east (viii): Bahrain’s rocky road to reform”, July 28, 2011
In a 19 May speech devoted to the Arab spring….options for basing the Fifth Fleet.

Terminating the status solves US credibility, puts massively pressure for reform on Bahrain and doesn’t link to politics.

The United States must exert its …. as Obama’s current concern.

US key – dramatic action such as reducing its military support is the pressure needed to move toward meaningful reform
International Crisis Group, independent, non-profit, non-governmental organisation “popular protest in north africa and the middle east (viii): Bahrain’s rocky road to reform”, July 28, 2011
Should it remain inflexible,…point for negotiations.

US pressure is a key to forcing direct talks and meaningful political reforms
International Crisis Group, independent, non-profit, non-governmental organisation “popular protest in north africa and the middle east (viii): Bahrain’s rocky road to reform”, July 28, 2011
That said, there is reason to ….for political reform.

Webster’s Guide to Grammar and Writing, 2000, http://ccc.commnet.edu/grammar/marks/colon.htm

Use of a colon before a list or an explanation that is preceded by a clause that can stand by itself. Think of the colon as a gate, inviting one to go on… If the introductory phrase preceding the colon is very brief and the clause following the colon represents the real business of the sentence, begin the clause after the colon with a capital letter.

"What We Talk About When We Talk About Democracy Assistance: The Problem of Definition in Post-Conflict Approaches" CEJISS 2010 V4 Issue 1 www.cejiss.org/issue/2010-volume-4-issue-1/lappin

Democracy assistance can be most accurately defined as the non-profit transfer of funds, expertise, and material to foster democratic groups, initiatives and institutions that are already working towards a more democratic society (De Zeeuw and Kumar 2006: 20). These transfers are usually funded through governmental development agencies, such as the United States Agency for International Development (USAID) the European Instrument for Democracy and Human Rights (EIDHR), or the UK’s Department for International Development (DfID). The programmes themselves are undertaken by a diverse group of inter-governmental organisations (IGOs), non-governmental organisations (NGOs) and, to a lesser extent, through bilateral agreements. Chief amongst the IGOs are the Organisation for Cooperation and Security in Europe (OSCE), the European Union (EU), and the Organisation of American States (OAS). The most prominent NGOs include the Carter Center, the International Foundation for Electoral Systems (IFES) and the Centre for Electoral Promotion and Advice (CAPEL). In addition, within a given country, there will also be a range of local counterparts who receive democracy funding including electoral commissions, state institutions, civil society groups, media groups and political parties.

      2NC – Limits

1st - Limits outweigh – they’re the vital access point for any theory impact --- it’s key to fairness --- huge research burdens mean we can’t prepare to compete – and its key to education --- big topics cause hyper-generics, lack of clash, and shallow debate --- and it destroys participation

Rowland 84 (Robert C., Debate Coach – Baylor University, “Topic Selection in Debate”, American Forensics in Perspective, Ed. Parson, p. 53-54)

The first major problem identified by the work group as relating to topic selection is the decline in participation in the National Debate Tournament (NDT) policy debate. As Boman notes: There is a growing dissatisfaction with academic debate that utilizes a policy proposition. Programs which are oriented toward debating the national policy debate proposition, so-called “NDT” programs, are diminishing in scope and size.4 This decline in policy debate is tied, many in the work group believe, to excessively broad topics. The most obvious characteristic of some recent policy debate topics is extreme breath. A resolution calling for regulation of land use literally and figuratively covers a lot of ground. Naitonal debate topics have not always been so broad. Before the late 1960s the topic often specified a particular policy change.5 The move from narrow to broad topics has had, according to some, the effect of limiting the number of students who participate in policy debate. First, the breadth of the topics has all but destroyed novice debate. Paul Gaske argues that because the stock issues of policy debate are clearly defined, it is superior to value debate as a means of introducing students to the debate process.6 Despite this advantage of policy debate, Gaske belives that NDT debate is not the best vehicle for teaching beginners. The problem is that broad policy topics terrify novice debaters, especially those who lack high school debate experience. They are unable to cope with the breadth of the topic and experience “negophobia,”7 the fear of debating negative. As a consequence, the educational advantages associated with teaching novices through policy debate are lost: “Yet all of these benefits fly out the window as rookies in their formative stage quickly experience humiliation at being caugh without evidence or substantive awareness of the issues that confront them at a tournament.”8 The ultimate result is that fewer novices participate in NDT, thus lessening the educational value of the activity and limiting the number of debaters or eventually participate in more advanced divisions of policy debate. In addition to noting the effect on novices, participants

argued that broad topics also discourage experienced debaters from continued participation in policy debate. Here, the claim is that it takes so much times and effort to be competitive on a broad topic that students who are concerned with doing more than just debate are forced out of the activity.9 Gaske notes, that “broad topics discourage participation because of insufficient time to do requisite research.”10 The final effect may be that entire programs either cease functioning or shift to value debate as a way to avoid unreasonable research burdens. Boman supports this point: “It is this expanding necessity of evidence, and thereby research, which has created a competitive imbalance between institutions that participate in academic debate.”11 In this view, it is the competitive imbalance resulting from the use of broad topics that has led some small schools to cancel their programs.

No offense – we don’t spill over and limits IN debate are good

Atkinson '98   (Logan, B.A. (Mt Allison), LL.B. (U.N.B.), M.Phil. (Memorial), M.A (Carleton), LL.D. Candidate (Ottawa), 56 University of Toronto Faculty Law Review 223. lexis)

Walzer argues that the rules of engagement in discourse ethics (what he calls the "procedural minimum") constitute far more than mere formal rules. Rather, he suggests, these rules themselves represent a particular way of life, manifesting as they do the ideas of freedom, equality, and liberation from domination, fear, and deference. n66 What appear to be procedural minimums are actually of great substantive weight, giving force to "entirely decent liberal or social democratic thickness." n67 The neutrality of the procedure and the impartiality of its rules relative to the deliberative result that obtains are nullified, Walzer suggests, by relying on particularly liberal premises elevated to the status of universals. This criticism can be answered in various ways. First nothing in the procedural aspects of discourse ethics suggests that the rules of argumentation have implications for life outside the ideal speech situation itself. While they have normative force during the course of deliberation, nothing suggests that the rules are to function as tools of judgment outside the confines of the procedure, nor that decisions reached through the procedure are negated or impugned if they offend the rules themselves. If this [*242] response to Walzer's criticism is correct, then Habermas's reliance on what appear to be products of liberal thinking is limited to the specific situation of argument, and the rules are not in fact elevated to the status of universals.

      2NC – Roleplaying

(  ) Solving racism requires evaluating the consequences of policy choices – this isn’t a slippery slope to blind utilitarianism, rather, an endorsement of consequentialist decisionmaking must be the foundation of any successful effort to rid the world of racism.

Mathew R. Silliman, Professor of Philosophy at the Massachusetts College of Liberal Arts, 2003, Theory & Research in Education, Vol. 1, No. 3, p. 307-309
