       Text: The President of the United States should issue a memorandum to the heads of the executive departments and agencies relieving them of their duties under Sections 1, 2, 4 and 6 and of the Presidential Memorandum on International Initiatives to Advance the Human Rights of Lesbian, Gay, Bisexual, and Transgender Persons issued on December 6, 2011.

       

      The President of the United States should amend Sections 3 and 5 of the Presidential Memorandum on International Initiatives to Advance the Human Rights of Lesbian, Gay, Bisexual, and Transgender Persons issued on December 6, 2011 so that it only apply to Libya.

       

      The United States Congress should prohibit the distribution of United States federal assistance for Libya for programs that were not funded before December 5, 2011. 

       

      The United States Congress should request that the National Endowment for Democracy provide assistance to the United Nations for Libya for the development and enhancement of police forces.

      The memo establishes a set of mandates that makes their democracy assistance toxic.
